2004年におこなわれた、長渕剛さんのオールナイトコンサート会場の跡地を整備して作られた広場です。眼下に広がる錦江湾をはさんで鹿児島市街地を望む、とても景色の良い広場です。
広場の入口右手には、巨大な桜島溶岩を刻んで積み上げた「叫びの肖像」があります。駐車場からモニュメントまでは、少し傾斜がありますが車椅子でも近くまで行くことができます。
